The Civic Federation supported granting the Metropolitan Water Reclamation District of Greater Chicago (MWRD) the authority to manage stormwater in Cook County, but opposed exempting the proposed stormwater management property tax levy from the property tax Extension Limit Law (PTELL, or "tax caps").
